set your FGC to: white
and your BGC to: Black

flood fill with this gradient:

Effects / Plugins / I.C.Net Software / Filters Unlimited:
Distortion Filters / Smelter 2
Intensity: 65

02) open tube: MMDesignz_036199.pspimage

Edit / Copy
close tube again; we don't need it anymore
back to your picture

Edit / Paste / Paste as new layer

position it as shown below:

set opacity to: 27

03) Image / Add borders:
colour: red

select the red border with your magic wand

Layers / Promote Background Layer

Edit / Cut (delete key)

flood fill selection with: black

Effects / Plugins / Layout Tools / Zebra Stribe Frame:

Deselect

04) Image / Add borders:
colour: red

select the red border with your magic wand

Layers / Promote Background Layer

Edit / Cut (delete key)

Selections / Invert
