File / New / 650 x 500 px / transparent

flood fill with your BGC: #000000

02) open the tube: KaraT981.png

close the tube again, we don't need it again
back to your picture

Edit / Paste / Paste as a new layer

Layers / Merge / Merge Down

Adjust / Hue and Saturation / Colorize:
