Ok, let's start:

01) File / New / 800 x 500 px / transparent

set your FGC to: #e7cad8 (dark colour)
and your BGC to: #e4e2e5 (light colour)

flood fill your picture with this gradient:

Selections / Select all

02) open the tube: Kitty.S-Dreaming-Image16.pspimage

Edit / Copy
minimize the tube 
back to your selection

Edit / Paste / Paste into selection

Deselect

Adjust / Blur / Gaussian Blur: Radius 40

03) Layers / Duplicate

put this layer invisible

activate layer under it: Raster 1

Effects / Plugins / I.C.Net Software / Filters Unlimited 2.0:
Lens Effects / Vertical Slices:
Slices: 128

Effects / Distortion Effects / Wave:

Effects / Edge Effects / Enhance

04) activate top layer

make it visible again

Effects / Plugins / VM Distortion / Radial Pox:

Effects / Edge Effects / Enhance

05) activate minimized tube: Kitty.S-Dreaming-Image16.pspimage

Edit / Copy
close the tube again; we don't need it anymore
back to your picture

Edit / Paste / Paste as new layer

Layers / Merge / Merge Down

Effects / Plugins /AAA Frames / Transparent Frame:

06) Image / Resize: 75% (all layers NOT checked)

Effects / Image Effects / Offset:

Layers / Duplicate

Image / Resize: 50% (all layers NOT checked)

Effects / Image Effects / Offset:

07) swap your FGC with your BGC:

Layers / New Raster Layer

flood fill this layer with this your FGC: #e4e2e5

Layers / Load/Save Mask / Load Mask From Disk:

Layers / Merge / Merge Group

Layers / Arrange / Move Down

08) activate bottom layer: Raster 1

Layers / New Raster Layer

open the tube: MAS-Flowers_Lily_26032009.pspimage

Edit / Copy
close the tube again; we don't need it anymore
back to your picture

Edit / Paste / Paste as new Selection

position it as shown below:

Deselect

set the blend mode of this layer to: Overlay

and the opacity to: 81

Layers / Merge / Merge Visible

09) Effects / Plugins / Photo-Plugins / Soft Focus:

Effects / NVR Border Mania / Instant Button #1:

Image / Add borders / 30 px / colour: #dfdade

10) open the tube: Yoka-Flowers-Lotusbud160309.pspimage

Image / Resize: 65%

Edit / Copy
close the tube again; we don't need it anymore
back to your picture

Edit / Paste / Paste as new layer

position it as shown below:

Effects / 3D Effects / Drop Shadow:

11) Layers / Duplicate

Image / Resize: 60% (all layers NOT checked)

Image / Rotate / Free rotate:

position it as shown below:

Layers / Merge / Merge Visible

Effects / NVR Border Mania / Instant Button #1:

12) Layers / New Raster Layer

open the file: adita'screations_angelface_1.PspBrush

File / Export / Custom Brush:

close the file again; we don't need it anymore
back to your picture

activate your paint brush tool:

apply the brush with your FGC: #e4e2e5
as shown below:

13) Layers / New Raster Layer

open the file: adita'screations_angelface_brush.PspBrush

File / Export / Custom Brush:

close the file again; we don't need it anymore
back to your picture

set your FGC to: #f589bd

activate your paint brush tool again:

apply the brush with your new FGC as shown below:

Effects / 3D Effects / Drop Shadow:

Layers / Merge / Merge Visible

Effects / Plugins / Nik Software / Color Efex 3.0 Complete:

Image / Resize: width 650 px (all layers checked)

Adjust / Sharpness / Sharpen

add your watermark and name

File / Export / JPEG Optimizer
